The simplest way to go is to use Potlatch...
Click on the link to the trace above.
Click on the Edit hyperlink on the page presented.
Click on the TRACK button on the page presented.
Click on the red track in the editing window.
Click on the padlock icon to unlock the way.
You GPX trace is now part of the OSM database. You can and should of
course add tags to describe the way.
You should try and capture your GPX data in as high a resolution as
possible. (1 point per second) This gives the best description of the
roads you are trying to capture. The GPX import process will remove
points that are not needed (like ones in the middle of a long straight
stretch or road). It is easier to capture too much data, and remove
some of it later than it is to capture too little data, and add it in
later.
I know it's not JOSM, but it will get newbies working rather quickly.
