"highway=footway" is completly, because this is for DESIGNATED footways.
(in germany this means that a strawler or a wheelchair has to able to pass  
it....)
So on footways it is technical possible to ride any bike.

If you like to cheat, not using the smoothness-tag: use "highway=path". This  
is what a backpacker or a mountainbiker will find if it's acceptable to use.
(And for those who will no reply  "not all pathes are allowed for bikes": If  
so, put "bicycle=no" on your pathes, and dont't forget the access-tags if  
it's not open for everyone.)
