[OSM-newbies] waypoints in GPX

You need to have a dummy track in there - a track with one segment which 
has one point will do, and if you give it a lat/long of the first 
waypoint that you want to add, Potlatch will open the editor in the 
right location.

That's the way that I've been collecting e.g. postbox locations, anyway.
