[OSM-newbies] Bulk import of city limits from Brazil

Hi!

I'm from the Project Brazil, and we are trying to import city limits from
IBGE base to OSM.

Arlindo Pereira has made a test with cities from Rio de Janeiro state.

The original file is in dgn format. Using FWTools, he has generated a kml
file with the following command:

 ./FWTools-2.0.6/bin_safe/ogr2ogr -f "KML" rio.kml 33mu500g.dgn -nlt point.

We checked this KML file with Google Earth, and it was ok. (screenshot:

After that, we used gpsbabel to generate a GPX file, but, when opened in
JOSM, the file seems to be corrupted. (screenshot:
