If there was a way to associate a user with the GPX track, you might
be able to do that. I have asked numerous times if there is a way to
identify a GPX track, so that I could load it in Potlatch, convert it
to locked ways, and then create an OSM way from that.

People tell me that there could be a way to determine who the owner of
a GPX track is, but that that information is private, and we should
not be able to have access to that confidential information.
