This might be something to do with the tag you tried to add to the file when
uploaded rather than a tag within the file itself. Try uploading with a
different tag description, ie some plain text, and see if that's the
problem. Tags are not valid if they contain /, ?, &, % etc, which basically
are the same characters you are not allowed in a URL.
