The answer to this, is to use a route relation.
Relations group nodes and ways which share a particular
characteristic, in this case that they're a part of the Ouse Valley
Way, multiple relations can contain a particular way, so you can, for
example, also have a section which belongs to a cycle route without
any tagging conflict.
The wiki page http://wiki.openstreetmap.org/wiki/Relation:route
contains all the details you could ever need, including step-by-step
instructions on how to create and apply relations to your ways.
You may also want to take a look over
http://wiki.openstreetmap.org/wiki/WikiProject_United_Kingdom_Long_Distance_Paths
which is tracking the mapping progress of the UK's LDPs.
