As you are going to have to transcribe the paper notes anyway, why not dodge
programming and use GPSU? (see http://www.gpsu.co.uk/ )

Do you know how to program? Even a little? If so, you can write a very
simple program which takes your list of notes, and the GPX file downloaded
from the GPS receiver, pull the trackpoints out, compare their timestamps
against your notes, and turn them into a waypoints .gpx file. Then you load
it into JOSM, and there are your waypoints.
