[OSM-newbies] Wiki bug? - apparent content duplication of content

I've been following links in an attempt to understand how national 
borders are defined.

I came across TWO URLs which seem to have the same content
    http://wiki.openstreetmap.org/wiki/Key:admin_level
    http://wiki.openstreetmap.org/wiki/Key:boundary

Each page has the identical HTML for page title
    <title>Key:boundary - OpenStreetMap</title>
