I believe that the convention is that kph is the default - any other units
need to be explicit - but either will do. Thus: '48' means 48 kph (i.e.
about 30 mph) but '30mph' means what it says.
I am sure others will flame me if I've got this wrong!

I am about to start adding some speed limits in my area.
Is it better for users of the data to record in mph or convert to km/h?
