I think this was debated very extensively either on this list or on the 
josm-dev list when the change was made. You will find it in the list 
archives. I am not taking sides, just pointing out that it was discussed 
quite thoroughly before the current decision was made. As I recall, an 
empty comment which you advocate was regarded as the worst of all 
options, defeating the whole point of the change set design.
