Eric, I started experiencing the exact same problem about the same time
I upgraded JOSM for the api 0.6 changeover.
I also tried switching to the gnome-web-photo-fixed version with the
same results as you, I noticed that imagery tiles that were completely
shown were ok but tiles that were partially off screen mostly displayed
with white stripes.
After a bit of messing about a bit trying to find a fix, the solution
for me was to switch to webkit-image (QT)

which I found relatively straight forward even for a relative linux newb
like myself. This has been completely reliable since I switched.
