[OSM-newbies] Proper use of "bicycle = no" tag

It *can* only apply to legal restrictions, since you have no idea
whether I would consider a particular way rideable or not. I have been
known to ride my bike both down near-vertical banking, and through
alleyways barely wider than my handlebars (generally trying not to kill
anyone in the process). That said, I have a mountain bike and little
regard for my personal wellbeing. Others might have different opinions

All you can do is record the physical or legal properties of a way, and
not make judgements about what other people might or might not be able
to do there.
