I haven't seen cases of bots doing it, but there have been cases of
mass-edits occurring by folks with on the ground knowledge of the proper
names correcting what TIGER imported in a broken fashion.  It would have
been nice if consideration had been given to TIGER data not being
anywhere near usable quality in terms of name data...
