[OSM-newbies] Tagging municipal/government areas

Okay, how about this then?

I just returned from doing some work in Grande Cache at the
correctional facility... I was going to draw the outline of the area,
and tag it, but there's nothing to designate the area yet.

There is an amenity tag amenity=prison, but this is only a node. How
would you tag the area under control of the prison? Grande Cache
Correctional Facility is run by the Government of Canada, which I
would suggest be an area on the map that is defined as "government"
with perhaps an additional tag of national to be able to differentiate
between municipal, provincial (regional), and national areas.

There, I just created the prison area at Grande Cache...
