You install JOSM and then the lakewalker plugin through the preferences dialog.

It won't help you at all with tracing streets, it's for tracing bodies
of water from Landsat imagery. I named it as the only example I know
of where we're doing any sort of semi-automatic editing based on
aerial imagery.
