Do you mean rendering or editing the data?
If you want to view prerendered OSM-data, you could use
http://www.openstreetmap.org/?lat=50.7015&lon=-1.2887&zoom=18
For editing the OSM-data you could use the following programms:
- potlatch - flash
- JOSM - java 1.5
- Merkaartor - C++
