[OSM-newbies] desert "streams"

Yes, that's a very good idea.  In my mind, the new tagging and
rendering should be something like this:

waterway=stream
intermittent=yes
rendering: just like a normal stream, but dotted

Of course, for the really big ones like the LA river:

waterway=river
intermittent=yes
rendering: just like a normal river, but dotted

And finally, to give defined edges where applicable:

waterway=riverbank
intermittent=yes
rendering: a filled polygon colored almost like regular land, but with
a slight brownish tint (to suggest moist soil). Of course, such a
polygon should also have a dotted blue line running down the middle,
resulting from the actual intermittent river feature, which would make
the meaning obvious.
