[OSM-newbies] Advice: Do I use "unclassified" downtown streets?

Randy and everyone.
Thanks.
Rethinking it, I read some more in the wiki and discovered
that I could use "abutters" to add detail about what was along the
road, independent of the physical road itself. So, now I am thinking
that the road itself (size, number of lanes, access characteristics)
determines the kind of highway it is while "abutters" can be used to
describe its setting (which also adds information about how it is used).
Any comments?
