[OSM-newbies] josm and copying from one layer to another

It is not a bug and easily overcome.

In the top right of JOSM you will see a box labeled "Layers". When you
create a new layer (I use Ctrl+N), focus shifts to that layer and it appears
at the top of the list of layers (say as "Data Layer 2").

Your original layer (usually "Data Layer 1") will be greyed out and
everything you add will be on Data Layer 2. To shift focus, select the
required layer in the Layers box, click "Activate the Selected Layer" button
(just below, in the Layers box) and you will be back into it.
