As Nick Allen says, amenity=school is intended for mapping the area of
the grounds of the school. Whereas amenity=library is (usually) just
used for mapping a single library building.
If you tag an area as amenity=library and building=yes, then it is
rendered as a building outline with a library symbol (on both Mapnik and
Osmarender).
