Now that I've slept on it, I think that since in actuality the main 
building is at the same level as the road, it makes sense to split the 
building into two pieces, with one as the building proper, at layer=0, and 
the other part as something like "building=shelter", at layer=1. There is 
a wiki page discussing the use of amenity=shelter, primarily in terms of 
camping shelters of various sorts. My preference would be 
building=shelter, if that is enough different from amenity=shelter to be 
used in a more general way.

Then a relation to combine the two parts into a single bank of parts 
building=yes, amenity=bank, and possibly building=shelter, 
amenity=drive-in_bank;atm. That's a lot of work for what is actually a 
pretty small bank building, but it comes closest to reflecting reality, I 
think.
