I presume the untagged points are those that previously were in the  
way. Someone has deleted the way without deleting the points (you can  
do this in JOSM, for example).

Potlatch's undelete function will intentionally not find ways like  
this, basically for reasons of not boggling the server/your display/my  
head.

If you want to get the way back, delete one of the untagged points  
(and save), then press U. Potlatch will then recognise that it's a  
deleted way.
