I don't know if I understood you right.
You have ways which are good for cyclists, but tractors and motorcycles may use them and are capable to do so as well. But Cars are not?
Well, there is an issue with that.
Mappers don't seem to distinguish between _may_ use a way and _can_ use a way.
So up to now, there is no tagging scheme for this case.
Have a look on my discussion page. Well, it's in german, pity as well, but up to now, noone had an interest.
I suggest a tagging scheme like "complexity:sportscar=*"
Maybe there is a better way to describe 'complexity', suggestions welcome.
There is an article on the surface_unification page (riding the horse...)
OK, in case you meant something different, I'd suggest to tag the ways as tracks and add permission tags to them.
As said above: there is no tag to mark their physical usability for certain classes of vehicles up to now.
Routing for bicycles therefore sends you always over primary roads, no matter for the topographical aspects nor traffic density or other dangers.
There is no fundament to do it right. You need to invent one.
