I think it should have some sort of boundary tag. See
http://wiki.openstreetmap.org/wiki/Key:boundary
It lists boundary=national_park - I think this is kind of similar, in
that it is an area of land, with designated access rights etc.
But its not a national park. boundary=public_land_open_to_ramblage is a
bit longwinded, is there an shorter official name, or abbreviation?
Or maybe a more generic/international name, eg boundary=access_land?
And within this area for the boundary, different parts can be tagged as
areas with natural/landuse tags as appropriate. eg some areas may be
natural=fell, some natural=water, natural=wood etc
