Having looked at the wiki, perhaps pier does fit best - certainly would seem to match the International Hydrographic Organization's definition, even though it doesn't fit my own layman's definition. However, I am still struggling with how to tag the area of water. In a sea harbour, this would not be an issue. I am unhappy with basin, as Map Features says "An area of water that drains into a river". I would not say this is a good description of this area of water (I would not say drainage has got anything to do with it). For now I am sticking with:

waterway: canal
area: yes

Map Features does not support canals as areas, but this seems to make more sense to me than landuse=basin. This renders as an area in Mapnik, but not OSMRender (no, I'm not tagging for the renderer - just commenting!). But any other opinions/idea would be welcomed.
