There has been some discussion about seasonal tagging on the mailing
list & wiki and other things which change regularly based on some time
interval.

Unfortunately I don't think anything has come of those discussions.

Probably the best supported tagging would be to make 2 identical ways
for that area and tag them with opening_hours=*

I.e.:

  amenity=parking
  opening_hours=Mo,We-Fr,Su 00:00-24:00

and

  shop=street_market (or however street markets are tagged)
  opening_hours=Tu,Sa 00:00-24:00
