Just do it!
It's up to you how you do it, but you don't need to wait for aerial photos.
I am about 40% through doing the streets in my small town (there was
nothing when I started).
I suggest that you look at the wiki to see if there are any conventions
for tagging in your country, and read some of the other general stuff
about how and what to tag.
Also, don't drive every street and then upload. I recommend that you
drive a few streets and do a little bit every time.
