[OSM-newbies] Bus routes?

You can't assign one key (in your case "ref") multiple values.
I strongly recommend using relations for bus lines. The "ref="-tag 
should be the reference (very often "reference number") of the object. 
In your case it should be the number/id of the bus stop and not the bus 
line stopping there.

You could put the bus numbers that stop at a certain bus stop into a 
"note="-tag for reference (no, not the one above ;) ) and later setup of 
the bus line relation.
