Check if there is Yahoo imagery available for your zone. If not, use landsat-7
at least. The JOSM WMS plugin is able to use both.

For densely mapped urban areas, a scanned "walking paper" is quite good, as
GPS signal tends to be imprecise. In a technology campus, with buildings
apart from each other, GPS will be good for the roads and such.

Play around with JOSM until you find the plugins that help you the most.

Scanning a walking paper lets you import that image into JOSM, and draw nodes
and ways on top of your notes.

The GPX waypoints serve as a reference to help you draw nodes and ways.
