[OSM-newbies] Groups of streets

I'm trying to figure out how to properly tag this situation.  The area in
question is here (

 Notice there's 4 strips of neighborhoods going northeast that are
surrounded by tertiary roads.  The four are together known as the Sophia
village.  It's broken into 4 "fields" so the Westmost one is referred to as
"A Field", then "B field", and so on.  On signs they're referred to as
"Section A", "Section B", etc... so that's how I've labeled them with "A
Field" and "B Field" using loc_name tags.

Now within for example B field (which I've mapped the most) there's
groupings of 4 or more blocks surrounded by drainage ditches.  If you zoom
in you can see there's often footway bridges or pipes connecting them but
never any large enough to drive a car over (though so do it on motorcycles)
these bridges are 2 x 6's and random wooden planks.  So the groups of blocks
are called "Blocks" and officially they're numbered from 1 to 14 in the case
of "Section B".  I've started to label some but I'm not sure how to go about
it.  I drew a box around them and put in blocks 6 - 14 today.  I called them
localities and the sections hamlets since they were smaller than the
villages being used all around.

Perhaps I'm better off using some kind of administrative boundary?
Addresses look like:
Lot 196 "C" Field Sophia.
When driving down the tertiary road you'll see just past the ditches signs
saying "Block 10".  Sometimes you'll get directions like "C Field Block 10
Lot 256".

Apologies in advance to any Guyanese reading this if I've misunderstood the
arrangement.  :-)
