[OSM-newbies] Saving WMS in JOSM

Can someone confirm that this works for them in JOSM?  I'm using the WMS
plugin and have the latest stable JOSM.  Using landsat I'll load some tiles
and then right-clicking on the Landsat layer I choose "Save WMS Layer to
file".  Later I'm unable to load it.  I've tried using a blank layer and
loading in there, I've tried making a new Landsat layer and loading there,
always I get "Error Loading File".  I've tried both with and without the wms
file extension (because the plugin doesn't put it in automatically),
dragging and dropping the files on JOSM, using the File / Open dialog,
etc...

So is there a bug here and it's busted for everyone or am I just doing it
wrong?  :)
