[OSM-newbies] Adding a cul-de-sac to an existing street

I am also a newbie, but the technique that I would use would be to add a node at the intersection, extend the cul-de-sac's way outward from that node to the end of the cul-de-sac, and then add tags and values matching those on Park Royal Drive.  As far as I know, that would be enough to make it part of Park Royal Drive.  If this is not correct, then hopefully someone with more experience will speak up.

Park Royal Drive, here: http://osm.org/go/TZMgvYcdU-

has an unmapped cul-de-sac sticking out to the side, which you can see
in Edit mode. There is no separate street sign there; it's a part of
Park Royal Drive.

Using Potlatch, I cannot figure out how to add that such that it is
not a separate entity (it should be a part of Park Royal Drive).

How do I do that?
