Have a look at Maperitive, it can render a local database and need no
internet connection.  There are several sets of rules floating around
for rendering, the Maperitive mailing list has a few people with
expertise for this sort of thing.

It has search facilities but they are more primitive than Nominatum or
GeoNames.  If you have money the author can probably be bribed to add
functionality.
