[OSM-newbies] Street Names Not Appearing in OSM

1. This is probably the most frequently asked newbie question on OSM. The 
map tiles don't get updated instantaneously. It can take from a few 
minutes or hours to several days, even up to a week, depending on a number 
of nebulus things, for a change to be rendered. And, it won't be rendered 
at all magnification levels at the same time. The fact that Haiti changes 
are being updated nearly instantaneously could very well mean that the 
rest of the world isn't updating quite as fast as is typical, but that is 
pure supposition on my part. Assuming you entered the tags properly, you 
will eventually see the changes.

2. The process you described sounds correct to me.
