I don't use JOSM, but can't you still add a fence as a node even though 
it's not a preset?

Doesn't it mean as a barrier at the perimeter to that area?
ie I map cemeteries as polygon areas. These are quite often bounded 
fully by a wall. Instead of drawing an extra linear way on the nodes of 
the perimeter of that area I just added a second wall tag:

landuse=cemetery
barrier=wall.
