Richard Fairhurst over on Talk said the flashing circles were for when 
points were duplicated with other points, but he made a cock-up & they 
blink for newly created nodes as well. He said it had been fixed but 
doesn't appear to have been released yet. And yes, it is slightly 
annoying they're unjoined ways  instead of areas, but nothing we can't fix.
