[OSM-newbies] Turn OFF unreviewed-tiger highlighting in JOSM?

Yes it will try to upload all. To prevent this, you have to update 
again. (File > Update data)

It seems it is now configurable in version 2966. (Most of the JOSM 
developers come from Europe so we don't edit the TIGER data that often; 
thanks for reporting.)
