The wiki instructions are wrong (as they are for most things :) ). I'd
recommend using Potlatch's built-in help in preference to the wiki.

You should click 'Edit' by your track (not at the top); then, when it
appears, check the 'Convert GPX track to ways' box; then click 'Edit with
save' as per usual.

If that doesn't work, please post the URL of your track and I can take a
further look.
