[OSM-newbies] Rails port install issue with Rake

This question is probably better posed to talk-dev at openstreetmap.org,
but I'll see if I can help.
I seem to remember others running into this error if using a version of
Postgres less than 8.3
(Also note that mySQL is no longer supported as a database backend)
