Oh no you don't.

When you have converted it to ways, you'll see that the ways are red  
and "locked". Select one and you'll see a really big red icon saying  
"Click to unlock". You need to do what it says, and click to unlock  
it, before it'll upload.

This is all documented in the help page. I recommend reading it. :)
