When I was uploading some waypoints from an old GPS that didn't store 
tracks, I left the waypoints as "wpt" waypoints but stuck a dummy track 
point in the file as well at the same latitude and longitude, like this:

Once the GPX file has been uploaded you can unlock the uploaded 
waypoints in Potlatch and edit them as required.  Obviously the GPX file 
can contain all your waypoints, as long as you can remember how to find 
them on the map - with a "track" containing only one point you won't be 
able to follow it to the next point.
