[OSM-newbies] Evalated Walkways

I would use footway, along with bridge=yes , despite the fact that it doesn't span between 2 points.    Also layer=1 since it's above the ground.   It can be useful to tag the surface=wood (or whatever), since wood can be slippery when wet.

I'm mapping the Elavated walk way up to the observation tower in Salcey Forest.

I am having difficulty finding a good tag for the walk way, which is a wood/steel construction leading up to an observation tower.

It's off the raised off the ground, the closest I can come up with is a bridge except that the walk way doesn't lead anywhere except the tower, you then have to follow the same route back down to ground level.

Can anyone suggest a good set of tags for it?
