Yes, I would recommend using level 1 to allow features under the bridge to be mapped if necessary.   Renderers could also use that information to decide how to display information.

At WDW  http://www.openstreetmap.org/browse/way/44684387 they used 

  a.. highway: footway 
  b.. bridge: yes
should probably have level 1 also?
