such cases, like for schools, I just draw the polygon (or area if you like)
tagged with amenity=police+name=* then the building as a building=* (maybe
attach another name if the building has a specific role like a small jail or
an armory (I'm back to police station example, not the school ;-)). If you
like micro-mapping, you can draw a second way for the fences or walls for
the closed parts, address numbers, car parks, main entrance, helipad and
tunnels for escaping, etc.
