Normally crossing ways indicate an intersection in which vehicles can move from one way to the other way. To correct, be sure that there are 2 nodes at the center of the 2 crossing ways - add nodes to each way at the intersection if necessary. Then highlight just the 2 nodes and "M" to merge the 2 nodes into 1.
If some turns are not allowed due to posted signs, then "turn_restriction" relations should be added as required.

I have a validation error JOSM is reporting. The remark is Crossing Ways - 2 ways. When I zoom into the problem it reveals a crossing intersection with 2 legs highlighted.
What does this mean? How do I fix it?
