Aha, that makes sense... I never thought that it would be relations
not sharing the same area. I guess the guy that made the lake picked
the wrong relation to associate the islands to.
So I'm still trying to figure out what the instructions mean about
tagging the relation and not the way.

There's the relation, but I think I tagged it wrong... I think the
type needs to be multipolygon. Is there a way to put some kind of
identifier on the relation so that you can determine which one to
choose from the relation picker dialog besides just a number?
On the multipolygon wiki page, it says:
Tags describing the multipolygon (e.g., landuse=forest) should go on
the relation.
The only tag that I can seem to assign with Potlatch is the
type:multipolygon. Any other tags end up on the way.
As per the wiki page:
The outer way(s) should be left untagged, unless they describe
something in their own right.
How do you assign tags in the way that the wiki suggests?
