[OSM-newbies] primary_junction as motorway_junction?

I think the concept of motorway_junction is simply to refer to an
Interchange, as defined here:
<http://en.wikipedia.org/wiki/Interchange_%28road%29>  Trunks,
primaries, and even sometimes secondary roads can have these
interchanges, so for very short sections the roads look like
motorways.  I think using motorway_junction nodes is correct even if
the actual road is not tagged as a motorway.
