In Spain it's really rare. At least in Balearic Islands. The number of 
houses is a very regulated thing. Personally, I don't know any other 
place in which this happens  but for now I did not see the house numbers ;-)

Now I'm not worried. For absent-minded people I did a note: "El número 
de portal és el 32 no el 18. És una excepció." ("The number of gate is 
32 not 18. This is an exception"). :-)
