Dear Maythm,

You have read the introduction at the top of the Map Features page.
Have a look at the introductions on
http://wiki.openstreetmap.org/wiki/Proposed_features
http://wiki.openstreetmap.org/wiki/Deprecated_features

Those will give you some more background.  But basically the tagging
procedure in OpenStreetMap is delightfully unstructured.  Some mappers
will propose tags on the wiki.  Some tags are created by careful
thought by a small group.  Some tags are just used so widely that they
eventually get documented.
